CSPD
The 1992 Amendments to the Rehabilitation Act was the first federal legislation in the history of the public rehabilitation program to require that qualified rehabilitation serve the employment and independent living needs of persons with disabilities. In the 1998 Amendments clarification of the intent and requirements of the states was provided in order to create greater consistency in the application of the standards.
The intent of the CSPD, as presented in the 1998 Amendments is to assure the quality of personnel who provide vocational rehabilitation services to assist individuals with disabilities achieve employment outcomes through the public rehabilitation program.

The agency defines qualified rehabilitation counselors and field branch managers as those individuals who hold educational eligibility to sit for certification from the Commission on Rehabilitation Counselor Certification or currently have their CRC. All professionals governed by specific state or federal guidelines for their personnel category are required to adhere to any certification standards or requirements outlined for each discipline such as, rehabilitation technologists, vocational rehabilitation evaluators and nurses.
